* I noticed that the word "Volunteer" was changed to "Service" in an amendment designated in Title II, Subtitle B, Section 2201: new name National Senior Service Corps (NSSC). This is a hint to me that maybe volunteer programs are changing to mandatory programs with the word "service" designating mandatory.
