I would say when it will not help them learn how to help themselves. Only give fish in an emergency, always teach how to fish before you give fish. If the recipient refuses to learn, then let them on their way.
We are not put on this planet just to get by, we are here to become More. So if your handout is not helping the recipient become More as a being, then it can actually cause more harm than good.
The fact is, you are responsible for what you give to others karmically. If you give a beggar a hundred dollars and he uses it on drugs, he has used energy you have given him to do so, and you've actually created karma in that case!
So when you give, give with discernment, that's my 'two cents'.
