I have long expected an assault on freedom of expression on the internet, and there is evidence as you have pointed out that this may one day be curtailed.
The big killer is commercial factors and "cost" of bandwidth. It does cost money to build all those tubes, and the owners of them wish to feel in control of thier assets.
