Perhaps they are drones from rival governments spying on each other? Drones from other civilizations?
Six months ago someone asked me to look at some 'drone' photos with my Photoshop skills, so I did.

This is how I determined that at least some of the drone photos were not real. I'll use one the the Tahoe photos, although I also examined a couple of others and found the same fake photos.

With Photoshop, you can use a 'magic wand' tool to select around an object, cut it out, and then layer it on to another photo. Often, one can detect this layered technique when you zoom into the level of seeing pixels, because the pixel edges of the object are distinctly different color tones and they aren't the color tones of the neighboring background, such as the sky.

Here is the tahoe picture, zoomed in. I have circled in red a portion of the drone's 'wing'. You can clearly see pixels on the edge that were not part of the background sky. You can even see it over around the trees. Any college student taking Photoshop could have manipulated this photo as it has been done here. The source of the original photo left evidence of their manipulation.

Definitely a fake and hoax photo from my viewpoint.
