I lived in Chesapeake Va last year, which is near Va Beach by a few miles.

There are several Military bases nearby-Norfolk Va,(naval shipyards) and one near Wiiliamsburg ( weapons testing area)
also, NASA research area there too....

my guess this is probably military related........
