I sometimes wonder if it would be better to not even have a President. Just have the Congress and Senate...with No Executive Branch. I believe there is a constitutional process to legally bring this about...but I'm not sure. When one person has too much power...all the bad-guys have to do is blackmail or otherwise corrupt this person...and they OWN the whole country...with a little help from the press. Executive Orders and NSC Memos are examples of bypassing the Constitution, Congress, and Senate. The Papacy is another situation which has a high potential for corruptibility. If the bad-guys somehow control the Pope...they control the human race. What if all the Bishops voted on each issue to determine the course of the church...with no excathedra pontifications? Now I'm meddling. Sorry.
