This has been going on for some time (although don't know about the alert), and people who legitimately can leave Mexico are doing so, I think. Particularly in the border areas. I have a friend who went through some pretty scary stuff last year (or even the year before, can't remember exactly), nearly having her daughter kidnapped, etc., and she moved her family over to the States. This is not exactly a new thing.
