I don't know if this relates but I remember reading somewhere that just capitalizing the first letters of your full name is one thing, capitalizing all the letters of your last is another and full capitalization of your whole name means you are the property of the government or something? as in-->

John Doe
John DOE
JOHN DOE

every letter is capitalized in our passports and drivers licenses....
