Yes, William Cooper was an early whistleblower and did a great job in getting information out on many subjects,

His claim that Kennedy's driver, William Greer, shot Kennedy, originated in a still photo and a claim to this effect given to him and a few others by intel people. The photo was grainy and inconclusive as evidence. Later the original Zapruder film showed up, and this caused him to rethink. In the interview linked below he concludes that the first photo and info had been planted to conceal a more complex picture:

So he was diligent enough in his research to admit to being wrong when new evidence came up.

One of William Cooper's first lectures is from Arizona 1989. It shows his meticulous approach and reasonable attitude. He expected that his material would convince people since it was well researched and documented. As time did not prove him right, he became more and more short tempered and difficult to be around even to people who supported him.

He left a legacy of how a quality whistleblower has to work in order to to be convincing.
