It has been out for quite a while. I read a short version of it 16 years ago. It has been debated since it was found in the late '80's! Some saying that if its authorship cannot be verified, it is without value. Others say, just look what's happening, someone is following 'Silent Weapons for Quiet Wars' as a script!
Something to that, I'd say.
