I do not think that the Jesuits were the original IAC agents. The game is much, much older.
To put the Jesuits on top of the pyramid is also a bit optimistic. The Devil one knows is easier to vanquish than the more hidden layers of the Apex.
For our benefit, I think there are several groups vying for hegemony. They fight each other, thus weaken each other. Steven Greer mentions the Mormons as contenders in this competition.
