I'm sure this is the jail Kevin is talking about.
Multnomah "county’s three-year-old, never-opened, voter-approved, $58 million Wapato jail." I live in Oregon and it's periodically been on the news - sitting empty after all that money spent. I can personally vouch for that fact.
