they declare Martial law to force a vote. the following is from when it was done in the past, by the Republicans


the rules of this House mandate that Members be given a minimum of 3 days to review legislation. That is a rule of the House. Yet the Republican leadership frequently resorts to the use of martial law to push through legislation by requiring a same-day vote.

That is not necessarily going to happen now. Please don't panic folk - I can't find anything in Reuters et al, so have a cup of camomile tea or a cool natural lemonade and chill out. I think you overlooked one of my posts. the House inacts this to force a sameday vote which is what they might be doing to pass the bailout plan.

that's what I thought, but I guess they use it on a scaled down version to push a sameday vote on legislation. I guess this is handy when you know that the votes against are not present
